Hamas Considers Egyptian Proposal to Exchange Hostages for Gaza Ceasefire

Israel and Hamas agree to hostage deal, four-day pause in fighting in Gaza

Hamas is reportedly considering a new proposal from Egypt that could lead to a ceasefire in Gaza, according to sources familiar with the negotiations. The proposal suggests releasing up to 33 hostages kidnapped from Israel in exchange for a pause in hostilities.

The framework, crafted with input from Israel but not yet fully agreed upon by them, outlines two phases. The first phase involves releasing 20 to 33 hostages over several weeks, along with the release of Palestinian prisoners, in exchange for a temporary ceasefire. The second phase aims at achieving a “restoration of sustainable calm,” where the remaining hostages, captive Israeli soldiers, and bodies of hostages would be exchanged for more Palestinian prisoners.

The diplomatic source described the reference to “sustainable calm” as a way to agree to a permanent ceasefire without explicitly stating it.

A failure to agree on the proposal could escalate tensions, with Israel possibly launching a large-scale ground invasion into Gaza. The United States and other allies have warned against such an operation due to potential civilian casualties.

Hamas is expected to meet with Egyptian and Qatari mediators in Cairo soon to discuss the proposal, with a response from Hamas leader Yahya Sinwar anticipated within days.

The proposal links the duration of the ceasefire to the number of hostages released, with one day of pause for each hostage. However, this could change during further negotiations.

US Secretary of State Antony Blinken described the proposal as “extraordinarily generous on the part of Israel” and urged Hamas to make a swift decision. Egyptian Foreign Minister Sameh Shoukry expressed hope that both Israel and Hamas would accept the proposal.

The proposal also includes an agreement for a one-year ceasefire, Israeli withdrawal from Gaza, and the release of all remaining hostages and bodies.

Israel has agreed to allow unrestricted movement of Palestinians to northern Gaza, a key demand by Hamas.

Preparations for a potential Israeli military offensive in Rafah continue, although Israel has signaled willingness to hold back pending negotiations.

The death toll from Israeli airstrikes in Gaza has continued to rise, with recent strikes killing at least 27 Palestinians, including children. Israel’s actions have prompted international concern, with calls for a plan to ensure civilian safety before any further military operations.
